I was listening to the news at noon, and I heard the anchor use a choice of words that I found out of place. He described an event in Cuba as, "...an historic event..." The 'h' is pronounced clearly in historic, and I feel it should be "...a historic event..." I had always thought that if the start of a word sounds like a vowel, even if there is a consonant there, then 'an' is the proper choice. If the consonant is pronounced, then it is 'a'.

Is there an exception in this case, or was it an error? I believe it was an error, or he mistakenly added it while reading.
