I'm so cynical it hurts but does this seem like a $2 billion bribe to the media to anyone else?

WSJ:

Whose Drugs?
At the United Nations yesterday President Clinton announced a $2 billion, 5-year "media" plan to stop cross-border drug flows. As usual, he justified the effort in terms of kids--"drugs destroy young lives" and "prevent a single child from dying." Who could disagree? But just once it'd be nice to see Mr. Clinton address the members of his own generation whose drug purchases in fact subsidize a lot of this narcotics traffic.
