Though the article is politically motivated, it seems that PRWT is in the right place at the right time.belizetimes.com Home Ownership Too many Belizeans are denied the right to own their own homes. They live in overcrowded, dilapidated buildings with little hope for improvement. There is a backlog of at least 8,000 units, with a yearly demand of 1200 new units. Yet we know that a home ultimately determines the quality of life of a family. And it means more than just a roof over ones head: it includes adequate space, ventilation, privacy, security and amenities such as water, electricity, access and a healthy environment. Over the past five years, the U.D.P. Government has completely failed to arrest the spiralling housing shortage plaguing Belize. They have displayed their usual insensitivity and disregard for the housing needs of Belizeans, especially the low and middle-income earners. During our last term in government, the P.U.P. went a long way in addressing the chronic housing shortage plaguing Belize. The last P.U.P. government distributed over 4,000 house lots and constructed over 1,000 low-income homes in all six districts. Today, after the reverses suffered as a result of the short-sighted and politically motivated policies of the UDP, we have to take urgent measures to put the housing programme back on track. We aim to ensure that Belizeans today and our future generations will have a real opportunity to own homes in good and healthy neighbourhoods with the necessary facilities to make them wholesome and pleasant places to raise their families. We will create a National Planning Agency which will prepare a national physical plan for Belize and urban plans for the urban areas of Belize. We will establish a Housing and Urban Development Corporation which will oversee housing schemes, public and private. It will ensure that such schemes must include not only houses but all the components of creating a community such as streets, lights, parks and playgrounds. We will encourage the creation of housing co-operatives through fiscal incentives, and promote private land developers by providing incentives and by removing obstacles such as the prohibitively high cost of getting B.E.L. to provide lighting to a private land development. We will make available affordable and long-term credit facilities for low and middle-income earners to build homes so that when they are given a housing lot they are able to realize their dream of owning a home. We will identify and secure adequate and low interest mortgage funding for housing construction. We will place special emphasis, in Belize City, on a Southside Renewal Plan which will involve a determined effort to build many new homes on the south side of Belize City as well as embarking on a program to restore homes and public buildings and areas. We will review, update and enforce zoning and planning laws, especially in the new and developing areas and communities. All these measures will be taken after careful scientific studies are carried out with representation from civil society and community organizations. This will ensure that we have a modern, ecologically and culturally sensitive system for providing housing to our people at a cost they can afford and within communities that they can be proud of. Our policies are based on the idea that we must build not just isolated homes, but communities that provide shelter along with all the other modern facilities that make life productive and enjoyable for the upbringing of healthy families and communities.
