MB. Do fund managers close their trading books at exactly 4:00p.m. on on the last day of the quarter?

I have been following a stock traded on the NYSE that appears to have a 10% price swing the day after the quarter ends. Yesterday, it was trading unchanged through-out the day at $23.750 on volume of 166K shares. Then between 16:01 and 16:08, 25K shares were sold at $22.50 for a -1.25 dollar change for the day. There were no trades after 16:08. There was no news to account for this move and today the stock has recovered +.75c.

Any insight would be greatly appreciated.
