Other ideas? Well there is the obvious, which is the company wants to put off submitting financials until they absolutely have to. They want to hide their balance sheet weakness, as well as obscure the capital structure. That explanation fits the facts just as readily as your analysis. I'm left wondering if and when PRWT actually does issue a statement, whether anyone will be able to recognize the names of the auditors. Maybe that will come the following quarter with another excuse.
