To respond to your points...

<<IRA is still bombing in Ireland>>

This is Clinton's fault? Come on...

<<Iraq is a problem again>>

They are opportunists, the President is down and they are taking advantage of it. If BUSH had of finished the job, Clinton wouldn't be dealing with it now.

<<STILL in Bosnia>>

OK, this is a tough one...

<<foreign policy is a mess>>

It is a mess he inherited from years of republican imperialism.

<<Social Security is still headed for bankruptcy>>

Republican overspending from '80 to '92 are the real culprit here. Remember, Clinton is the first president in what, over 20 years to sign a balanced budget.

<<health care reform>>

Another tough one, Clinton deserves credit though, for bringing this to the top of washingtons agenda. Not Bush or Regan.

<<education is still a mess>>

As a libertarian, you should agree, this is a LOCAL issue, not a national one. If you can get on Clinton's case its for supporting national standards. I think the Feds should stay out of this one.

<<The recovery started during the Bush administration, and has been continued by the inability of Congress and the President to agree on any actions.>>

I think the balanced budget is a major factor here. Stable inflation, tempered by lower gov't borrowing has allowed the private sector to grow. Gov't spending by the republicans on defense bought us a strong military at the expense of consumables purchased by everyday citizens. Again, the republicans are to blame for hampering the economy, it has loosened some under Bush and more under Clinton.

These are your words...

<<foreign policy is a mess.>>

<<Social Security is still headed for bankruptcy>>

<<I'm not sure I'd be proud of the current administration's record.>>

Isn't the congress Republican now? Why don't they do something about this? They do have the ability to over-ride a veto. From your line of thinking, seems to me the Republicans are to blame...
