In the early 90's, they tried to raise premiums based on elderly income or wealth. I believe Rostenkowski, Mitchell, and other Democrats tried to enact it but the elderly bloc was too strong. I didn't like his Health Care plan. I also don't like his attempt to enlarge Medicare plan to lower age groups. He's purposely trying to expand a bankrupt plan to hasten the adoption of nationalized health care. The more people that view health care as unattainable or at risk of being lost the more advantageous to Clinton in pushing his plan. Of course, a large portion of the population will have outs as they did in Social Security...unions which have medical coverage in their contracts will be exempt from paying into the system. Most government employees and retirees will be exempt --- some state employees are still exempt from Social Security.
