25 years ago or so, the Presidency was weakened, and the OIC was given birth. Doubtless that partisanship had a hand in things then and in all the OIC investigations since and including the present.

The more immediately important thing, is that Clinton set himself up for this to happen. What's done is now done. Partisan politics in the Congress is now the issue. Follow what the Democratic leaders are saying. They are by and large not supporting the Prez. They want him marginalized. I would bet they would also love to see him moved aside not just yet but soon. Especially after the critical time for Gore to have two shots after stepping into the remainder of Clinton's time.

I think the Democrats were strongly behind outing Starr's report to begin attacking the highly touted popular support level that pollsters claim for Clinton. They needed ammunition and time to work on that issue. The November election is important but so is the future of the Presidency, now that past has been mortally sullied. Getting Gore in place shortly after the new year seems an obvious objective.

The larger issue is the kind of system we will end
up with should Clinton resign or be impeached.

What kind of system will we have if the President can commit felonies without being impeached? ER
