Hi Mike:

While it may be true that CQ's cumbersome status could be
one of the reasons why BS did not try to grab some of CQ's
assets, another one may be the low stock price of LOR.
BS had something to work with when LOR was at $30/sh,
but at $15/sh, he is just reduced to the status of
spectator. Errors have consequences, and a consequence
of BS campaign contribution and Zenit fiascos is that
he can no longer do what he is good at, namely put
together strategic deals.

I think you are right on. I heard BS several times state that he is not interested in CQ, although he would love to have some of the assets. The political mess was too much to mess with. Obviously, the market believes the same about LMT and CQ---LMT is being punished for getting involved and CQ is nearly unchanged because of the great potential for the deal to fall apart. Having to get new laws passed in order to do a deal is a shaky start!
