I must give Hulber and NCES credit for speaking today (thanks EGraphs for the link). The stock held up okay as a result.

This chart shows in a simple way that there has not been much distribution of the stock since some pronounced accumulation during Feb/Mar 98.

FWIW, I agree. Had I not already re-bought in at 7 7/16 a few months back, and re-added at 4 1/4 around 8 days ago, I'd be buying more. With people's attention being refocused on small-cap bargains (witness the Russell 2K vs. the Dow yesterday) and NCES's bargain status and consistent growth, the potential upside should dwarf the downside at these levels.
