The reason why the FED is reducing rates is that the FED feels the the U.S. is not an oasis and that the international economic problems will/has effected the U.S.

That's an excuse. The US economy is doing pretty well, thank you.
In reality, the Fed trying to shore up the world's financial system weakened by the credit implosion in S-E Asia, Russia, Latin America, and recent hedge fund blowouts.

Don - IMO, it is more likely the Feds will lower Fed Funds rate by 1/4% in October, instead of next week. Either way, S&P will likely drop on the news. Soon after, there will be cries for additional rate cut. One or two rate cuts of 1/4% will not be adequate.
