George, there has been a huge tainted blood scandal in Canada. In the 1980's thousands of haemophiliacs were infected with the Aid's virus from infected blood products distributed by the Red Cross - Then Canada's sole supplier of blood products. The Red Cross was found guilty of negligence for not properly testing the blood. Subsequently, the Red Cross was forced out of its blood gathering role and the job has been taken over by a new government agency.

Thousands more people were infected with Hepatitis C, also due to the negligence of the Red Cross. When the local supply of blood was not sufficient, the Canadian Red Cross regularly purchased blood from American sources.

Billions of dollars of compensation is being paid to the victims of this tragedy. And yes the Royal Canadian Mounted Police are sifting through all the evidence of the Royal Commission which investigated the Red Cross, and charges might be laid.

It has been proven that tests were available to screen out these deadly viruses; so if the blood bought from American sources was infected then yes some of the blame might rest with those who sold the blood to the Canadian Red Cross. I believe the investigation is still ongoing.
