What's the frame relay part? Is this just another intermediary
protocol for the core such as ATM? Is ATM a protocol that can
carry Frame Relay profocal, but not vice versa?

Right but but there is no further incentive for building additional voice capacity and hence no incentive for capital for voice other than as addon to data. SO why aren't we all investng in WCOM?
