I have no inside knowledge on this, however I believe that BS scheduled 3 - 12 satellite launches as opposed to 9 - 4 sat launches to get the sats up there as quickly as possible and play catch up with Iridium. Each month delay costs many millions in lost revenues. Had the plan succeeded we would have had 44 sats in orbit by year end.

I don't think cost played a major factor in selecting the Zenit. I think the Zenit was selected primarily for its extended lift capabilities (Delta II cannot put 12 sats up at once) and its availability.

Tim, I recall some posters thinking 12 birds at one shot was a little nutty. I will review some of the old posts to see if I'm confusing this thread with the AOL's Motley Fool board, but I know I've read it before on these boards.
