What do they tell you when you ask? Do you ask? It's not necessarily them. It could be you have a slow (dial-up) connection. 56K simply will not keep up with a very fast stock with charts and level II open. Then, if your connection is fast enough, (I have 700KBit cable), you need a processor that is fast enough. My AMD 233 gets swamped by Dell at peak times. You might try closing the chart and level II if you think the trading will be too heavy (assuming you think the problem is at your end). If you have a slow connection, your processor will never be tested because the line will be the limiting factor rather than the cpu.

You would think a technician at one of these firms would come up with a guide that outlines the various technology issues involved in getting a reliable feed. But, then, that would eliminate the 'fudge' factor.

Two tech tips from a techno-nincompoop:

trace routes can narrow down the source of a problem.

system monitor will tell if you're low on memory or if your cpu is maxed-out.

How many windows on the page you're using for trades?
The reason I ask is I've had similar problems during the first half hour when using my main trading page, with multiple L2, TOS, Minders, and charts.
I've found a solution which has worked well so far:
If there is a specific stock which I'm looking for a specific signal on during the first 20 or 30 minutes, I use a page with only a single L2 window with attached ticker, and a single 5 minute candlestick chart with volume the only study. So far so good (about a month), haven't frozen yet, and executions have been good the half dozen times my criteria has been met.
FWIW, I'm using a 233 w/128 RAM, and a 56k on an ordinary phone line.
