[Advanced Radio Telecom Signs Contract Allowing Access to 600 Spieker
Properties' Buildings]

Bellevue, Wash. - December 21, 1998--Advanced Radio Telecom (ART)
today announced it has signed a contract with Spieker Properties, L.P. that gives ART access to Spieker's portfolio of office and industrial buildings along the West Coast. This includes more than 600 commercial office and industrial buildings totaling more than 40 million square feet.

By integrating broadband wireless and fiber optic technologies with a packet switched IP and ATM network architecture, ART can provide Spieker's building tenants with highly reliable, high-speed Internet services. As a facilities-based, broadband ISP, ART provides a direct connection between the customer premise and the Internet. For most companies, this eliminates the need for having two separate vendors-one for Internet services and one for dedicated access.

"Spieker Properties' commitment to offering its tenants access to advanced technology, is a perfect fit with ART's capabilities," said Henry "Harry" C. Hirsch, ART chairman and CEO. "Installing ART's state-of-the-art network in certain Spieker buildings will allow Spieker's tenants in those buildings to access unprecedented value or
advanced Internet communication products and services."

Spieker Properties' buildings are located in many of the cities where ART currently offers, or plans to offer, service including 18 buildings currently scheduled to be networked in ART's Seattle and Portland markets.

Hi Jim -

This is what I understood from several analysts at the conf. On closer read of the PR, perhaps WCII will put in the optoelectronics and Williams will then service the network. In any case, I'm pretty sure this is not just dark fiber, and the relationship is considered (by most) to be a good value and very good deal for WCII (they are getting more AND ownership for less than their previous leasing price) I'm sure clarifying details will become available soon.
