Starowl, I believe your peripherals can only go as fast as what they are designed to go. It is the case, without this new card, that the SCSI bus top speed was based on the slowest component in the chain. I believe this new card allows you to "throttle" the bus to each device's top speed which in my view is great. This allows you to buy new and faster devices and mix older slower devices on the same bus and still get the performance of the new devices uncompromised by the laggards.
