This is a great example of a self-fulfilling prophecy. The "real" impact will be much, MUCH less than the effective impact, due to paranoia created by this type of alarmist propaganda. But it is the "effective" impact that matters.

If you want chaos in the streets, it is pretty darn easy to create, without a single power outage, bank failure, or plane crash...and that's what this type of crap is going to result in without level heads prevailing.

With all due respect, so what if the power goes out for a couple days? Or if the water is undrinkable? You've obviously never lived in a severe weather area of the world...that's life everyday!

You do your thing, I'll do mine. Just don't touch my canned goods or I'll cap ya. <g>

There is little doubt that individual states are forming contingency plans for Y2K. That is wise and prudent.

However, there is a sentiment running through the 'net that the Federal Gov't is planning a nationwide MOBEX (mobilization exercise), something that has not been done since WWII, in anticipation of Federalizing the National Guard.

I have not found any credible evidence or confimation from folks here in DC on this issue for such a claim, although it has been reported in various "news" articles who quote "anonymous" sources.

The National Guard Bureau (NGB) (where this rumour is purported to have originated) has NO command authority over the National Guard. Each State Governor is the CinC of each state's respective units until Federalized whereupon the President and the Pentagon gives the orders.

NGB is in, what we call the "support chain" wherein they coordinate political policy issues between Congress and each state. They also lobby congress (yes the NG has to LOBBY!!) for necessary resources as they compete with the Federal military (DOD) for equipment and training monies.

In sum, each state governor has the SOLE command authority to mobilize his NG assets until those units are federally mobilized. Why this is important is that it is far more difficult to get 50 different governors to pledge allegiance and succumb to a "New World Order" conspiracy (which I don't believe exists to the degree alledged by reactionary zealots), than one president.

The NG has to do a better job to alleviate peoples unsubstantiated fears about a conspiracy to shred the constitution during the confusion surrounding Y2K. It may sound silly, but LORD KNOWS I have communicated with more than my share of people who think EXACTLY THAT.
