Good analysis, Mr Bones.

Basically to the consumers, is I want to be able to pick my best ISP and my best DSL carrier. It's like I want to be able to buy a PC from any PC manufacturer such as Packard Bell, but I like to be able to get software from any other companies (not anymore). Imagine if Compaq and Microsoft are one company.

Sorry if I am slow but isn't it true that AT&T sides with the ISPs and want the competition? Is it true that it's the Baby Bells who will make money on the DSL service right, because they control the local phone line?

re: For their part the Telcos are telling the FCC that they will have far more incentive to roll out DSL

Along the same lines as T is using with TCI, but with one big difference. The RBOCs have a monopoly that needs to be broke. I feel the FCC will let T/TCI merger to take place, with time frame attached, say 10 or 15 years till they have to open their network. Once T and TCI are merger the Telco will have no chose but to compete with offering broadband service. I also, feel the FCC will not rule in the RBOCs favor, this will make ISPs like MSPG and ELNK take over targets.
