Help! Can someone explain exactly what a "news blackout" and/or a "quiet period" is, and who mandates/enforces it?

I just got off the phone with i.r. Bill said three things
1. Composites unlimited is a done deal

2. PLFM has the pink slips

3. There will be a quiet period for 60 to 90 days

It looks as if Chris on SI was correct in his posting, and I for one thank him
One more thing, it looks as if there will be no press release today, and none
tomorrow, maybe Monday. Anyone can call I.R. to confirm this.

This lack of PR is absoulutely unbelievable. I guess when you have nothing
substantial to report...this is what happens. Maybe they are hoping for a miracle
by Monday

And yes, only 30 people showed for the symposium. WOW
