Rarity, not ease of doing. I think. Al the BBs have problems in cleaning up, I suspect...maybe i am totally wrong on that.
Time will tell us.

Henry, it costs time, effort and dollars to clean a shell up. Most that are behind in their reporting also have skeletons in the closet that you only find when you spend the money. Old shareholders come out of the woodwork too with all kinds of surprises including lawsuits, and seldom is there liaibility insurance for the takeover guys. Good clean shells with a reasonable price tag are not easy to find. In fact, even dirty ones arn't cheap.
CHIPS value is that it is probably almost current, and is looking for activities with value. So bringing new ventures in is satisfying to existing shareholders as well as beneficial to the new business and its principles. There is little that the new guys have to put up other then their business, and that's usually all they have...no $$$.
Several of your DDs friends and neighbors are always on the lookout for shells.
