I think that the borders should be redrawn and Kosovo cease to exist. The Serb part of Kosovo should just become part of Serbia, the larger Albanian section of Kosovo should be joined with the neighbouring country Albania. The world can embark on a Marshall plan to boost the economy of Albania, after all they have thrown off the communist yoke.

The first targets are Serbian anti-aircraft positions and command and control communications. There are highly specialized and effective weapons for these targets, and the U.S. has them in plenty. Once air control is one, precision targeting can destroy either troop and tank concentrations, or, if ultimately necessary, economic targets (I hope after adequate warnings).
Punishment of Serbia can be carefully calibrated. It didn't work in North Vietnam, but the weapons and pilots are much better now. The question is simply how much each side is willing to pay to maintain their position. NATO support is very thin. I dare say Serbian support is also very thin.
