I fully expect a ground war with the Alliance invading Serbia proper. I doubt it. That would be an operation as large, complex, and expensive as Desert Storm, in some ways more so, as amphibious operations would be required. That kind of deployment will take months, and it hasn't even started. Kuwait had oil. What does Kosovo or Serbia have that we need? This is why starting the bombing was not too bright, IMO (totally aside from the question of right or wrong). It's never a good idea to start something you aren't prepared to finish. All Milosevic has to do is disperse his military assets and wait it out. Even after an extended bombing campaign he will still have enough force to suppress the Kosovars. If he doesn't give in, the bombing will eventually stop; he knows that the Russians will agitate in the UN on his behalf, and that European commitment will waver. He also knows that NATO will not be able to attack non-military targets; it will be politically unacceptable. If the bombing stops, he wins. All he has to do is be stubborn, one thing we know he can do. Seems a most impractical situation, without much potential for a positive outcome.
