Corporations work within fixed budgets and this fiscal year significant funds have been allocated to yr2k remediation rather than for capital expenditures and procurement line items. The yr2k issue is a software problem, not hardware ... however, most organizations will opt to replace their existing hardware such that they upgrade can their platforms and solve the yr2k problems in one fell swoop. The number of legacy applications that must be converted and maintained is most likely quite small.

However, until corporations determine how they will address yr2k remediation, I suspect we will continue to hear that yr2k issues will impede tech spending. In the longer-term, I see yr2k issues augmenting tech spending although with some initial inefficiencies. But one expects inefficiencies in spending any way ... especially in government contracts.
