Due to the delay in the deal, I would have to put my bet down on Qwest. It was announced today that they appointed a new President and COO, which allows for Nacchio (sp??) to concentrate on strategic, long-term issues. I surmise that the any deal with Quest would be held up for a week or two to allow the new President/COO to get up to speed with the any deals.

While I would be hard pressed to go short ARTT at this juncture (unless I heard with confidence the deal was weak or no-go), IMO (and I'd love to be wrong) this comment doesn't sound like it's from anyone who is in a position to know. With a lot of negotiations ongoing, trust that many people are involved and know the ballpark, and that the tape is a pretty decent discounting mechanism.
