Dear Mr. Secretary:

I have recently had problems with my neighbors, and I would like to
keep them in line.

Could you please send blueprints and documentation explaining exactly
what materials and construction are needed to build a multi-cluster
thermonuclear warhead? I am also in need of a good deal of plutonium
-- if you could spare any.

I prefer CD ROM format as opposed to paper. Please package the
helpful info in an envelope clearly marked "U.S. NUCLEAR SECRETS - DO
NOT OPEN" -- I get a lot of junk mail and I don't want to throw yours
away by accident. And don't worry -- the felony charge for tampering
with federal mail should be enough to stop any prying eyes.

For your trouble, I am willing to pay whatever the going rate is --
but please no C.O.D. I prefer the new method of "Bill-ing" that I've
recently heard about -- I think its called F.O.B., if you know what I
mean. (Wink-Wink!)

I think my neighbors will tremble at the thought of such items in my
possession, and will no longer be so pesky.
