Would you find it so "odd" if the contracts signed were to design and/or customize and support a "Practice Management Services" system (based on DigiBill) for those accounts?

I agree with you on Digibill not producing revenues *AT THIS TIME.

I spoke to Bill Black directly who told me that it is in Beta.

However, I disagree with you on

Because that is not what the PR says.

I will suspect you do not work in the software industry. If I may add a professional point of view, Many companies purchase unreleased products, aka, sign contracts, during Beta and Prior to Beta. As a matter of recourse, most companies are offered solutions merely based on idea, and will help subsidize the development of such a project if it is going to help them make/save money in the future. I work at a major software company.

I do not know what else it could be referring to. Again Practice Management Services will fall under the IOMS- Integrated Office Management System, Digibill, being the first Marketable product. Now that I consider it, I believe that they will try and market the idea to other industries based on the same concept.
