Sirco Internet Subsidiary to Offer Nationwide
Dial-Up Internet Access Service

STAMFORD, Conn.--(BUSINESS WIRE)--Dec. 17, 1998--Sirco International Corp. (NASDAQ:SIRC - news) announced
today that its Internet services subsidiary, WebQuill Internet Services, LLC, has successfully completed testing of its nationwide
dial-up Internet access service.

The service will include over 350 local points of presence (PoPs) being provided through StarNet Inc.'s MEGAPOP service.
WebQuill, in conjunction with its affiliated CLEC companies Access One Communications, Inc. and Essex Communications,
Inc., expects to begin marketing dial-up Internet access within this expanded service area in January 1999.

Henry Azer, president of WebQuill stated, ''Our CLEC affiliates, Essex Communications serving the Bell Atlantic territory and
Access One Communications serving the Bell South territory, can now begin offering dial-up Internet access to their customers.
This initial service will provide our customers local access in most major cities in the United States. In addition, we hope to
complete agreements with regional providers so that we can continue to increase our coverage density. In Connecticut, we
already provide complete statewide local access coverage through our Frame Relay cloud provided by SNET.''

WebQuill Internet Services, LLC, a wholly-owned subsidiary of Sirco International Corp., provides dial-up and dedicated
Internet access, Web design, Web hosting and E-Commerce development, hosting and fulfillment, to small, medium and large
businesses.
