ATS Board of Directors Elects the Hon. Richard A. Geist President and C.E.O.

ALTOONA, Pa., April 13 /PRNewswire/ -- Pennsylvania State Representative Richard A. Geist, Majority Chairman of the House of
Representatives Committee on Transportation, has been chosen to serve as the President and Chief Executive Officer of American
Track Systems International, Inc., (OTC Bulletin Board: ATSZ - news) by the ATS Board of Directors. Mr. Geist will serve out the
current term of Hans von Lange, through to the ATS shareholders' meeting, scheduled for August 8, 1998, when a new Board of
Directors and corporate officers will be elected. Mr. von Lange, now 76, will continue to serve as Chairman until the shareholders'
meeting. Mr. Geist, a full-time elected representative (Republican-Altoona) will serve without salary or compensation.
Representative Geist will remain as a full-time state representative while he serves as President and CEO of ATS.

Mr. Geist was nominated for the position by ATS Board member, The Hon. Dulany Foster, the former Chief Justice of the
Baltimore City, Maryland Supreme Court. Mr. Geist is the past President and Chairman of the international High Speed Rail
Transportation Association, which represents over 1,500 companies world-wide, employing over 1.2 million people. He is also the
1996 recipient of the Penn State University Outstanding Engineering Alumni Award. Mr. Geist was the sponsor of the act which
created the PA High Speed Intercity Rail Passenger Commission.

In accepting the position Mr. Geist remarked, ''American Track Systems is the only U.S. based public company dedicated to
