If the sway is predictable within a given and known variance, it's rated and measured as to its suitability under average conditions. This is a common issue with wireless as well, even when deployed on tall buildings. Especially on tall buildings. Most vendors will advise the user in written form as to the level of sway they will support at various distances on a sliding scale basis.

When it comes to the received signal footprint at the receiving end of the path, microwave radio scatter patterns over greater distances are much larger over a mile or two, say, than the pin point 3 degree shots which are common to optical IR systems over much shorter distances of several hundred feet.

One way around the problem of sway that works well within limits is to increase the angle of the beam to the point where the signal becomes diffuse instead of delivering it in a highly concentrated spot. But that has a tendency to create other problems, not the least of which is reducing its overall effective distance. The wider the angle, the lower the received signal level at the center (where the receive detector would ideally be located), and the less effectively it handles distances, in general.
