That's more like it. I still think a lot more thought should go into it. I think some zoning ordinances should be created so that we can't use federal money foolishly. I would oppose federal money being spent to construct prefab communities or trailer parks, just so to move everyone back in.

I would also like to see some discussion on alternatives. You are saying the alternatives are not viable and you may be right. I would like to hear the other sides of that argument before just agreeing to go along with you.

An think of the waste disposal problem. The Mississippi has had a huge amount of just about anything you care to name dumped into it over the centuries. When the salinity climbs above a certain point, flocculation occurs and a lot of the suspended and dissolved stuff forms a gel and falls out of the water column. Over time, it gets incorporated into the sediments. The water is a lot cleaner now, just trying to imagine what it was like when it was at its worst boggles the imagination, but a lot of the old stuff is still there. There used to be stories about banana boats misjudging the tide and getting stuck in the gel...

Not that I am arguing against rebuilding New Orleans but you can have the ports without rebuilding the whole city.
