Was it intended to be an answer to my request for an alternate explanation? Since it seems to support my take that she doesn't differentiate, may I then conclude that you can't come up with a charitable way to frame her statement either?

Is there any wonder given comments such as this that they hate us for milking their oil fields? If we make no effort to understand their concerns and their worries in their land - we will never win this war.
