Summa Four and PCS applications?

Summa four has recently announced agreements with Nokia and Westinghouse concerning VCO switches to be used in PCS applications.
My question is, (1) what is the market size and (2) if there is any size to the market, how soon will the infrastructure purchases for PCS begin.

Nokia Telecommunications of Westlake, TX to provide it's
